Job description
Under the general supervision of the Chief, Project Management Office (Information Technology Manager I), the Information Technology Business Analyst and Change Control Support will be responsible for gathering, reviewing, and documenting requirements for technical IT systems projects, including Enterprise Software Applications, Business Intelligence, and Enterprise Infrastructure.
The Information Technology Business Analyst and Change Control Support shall assess the suitability of information systems in terms of their intended outcomes and liaise with end users, software vendors and software developers and IT infrastructure team members in order to achieve these outcomes. The Information Technology Business Analyst and Change Control Support uses analysis and design techniques to solve business problems using information technology and may serve as a change agent who identifies the organizational improvements needed, design systems to implement those changes, and assist with training and motivating others to use the systems.The incumbent supports system testing, issue and action item management, and change management. Additional responsibilities include business analysis, requirements documentation, business process improvement, documentation of user guides and other artifacts that ensure OTI projects are successfully executed within best practices, and supporting the IT Change control functions which include but are not limited to supporting the change control lifecycle, tracking the priority and progress of projects and other requests to OTI, change intake, and implementation of changes in the production environment., Dates printed on Mobile Bar Codes, such as the Quick Response (QR) Codes available at the USPS, are not considered Postmark dates for the purpose of determining timely filing of an application. Requirements
- The position(s) require(s) a Background Investigation be cleared prior to being hired.
All applicants not currently employed by the DMHC will be subject to a pre-employment background investigation. The investigation will consist of fingerprinting and an inquiry to the California Department of Justice to disclose criminal records., In addition to evaluating each candidate’s relative ability, as demonstrated by quality and breadth of experience, the following factors will provide the basis for competitively evaluating each candidate:

Experience using Microsoft Suite of products including and not limited to Microsoft Outlook, Microsoft Word, Microsoft Excel, Microsoft Project, Microsoft PowerPoint, Microsoft SharePoint.

Experience conducting Business Analysis within Waterfall, Agile or Hybrid software development methodologies for IT projects.
-
Experience working in IT projects with internal customers, various technology teams, vendors, consultants, senior management, executives, other departments, and 3rd party project stakeholders.

Experience using Jira and Confluence or equivalent tools for IT projects.
-
Experience with creating documentation for IT projects, including and not limited to Business Process Documents, Business Requirement Documents, Requirements Traceability Matrices, and Technical Requirement Documents.

Experience with assisting in, creating, and managing epics, user stories, and backlog of requirements for IT projects.

Experience in supporting the IT change control lifecycle, including and not limited to facilitating the intake and prioritization of IT changes and projects, tracking and reporting the priority and progress of IT changes and projects, and tracking and facilitating the implementation of IT projects and changes in the production environment., Foreign Degrees or Transcripts - Applicants with foreign degrees or transcripts who wish to apply that coursework toward meeting the minimum qualifications of the classification must provide a transcript evaluation that indicates the number of units to which his/her foreign coursework is equivalent. DMHC accepts foreign transcript evaluations that are completed by one of the agencies approved by the California Commission on Teacher Credentialing., * Determined, documented, and analyzed functional and non-functional requirements

- Your experience in supporting the IT change control lifecycle, including and not limited to facilitating the intake and prioritization of IT changes and projects, tracking and reporting the priority and progress of IT changes and projects, and tracking and facilitating the implementation of IT projects and changes in the production environment.
Benefits & conditions
$4,935.00 - $8,740.00 per Month New to State candidates will be hired into the minimum salary of the classification or minimum of alternate range when applicable.
Final Filing Date: Until Filled, The DMHC has locations in Downtown Sacramento and Rancho Cordova. Both locations are located close to light-rail with various amenities. The incumbent will work in a climate-controlled cubicle and/or office environment with artificial lighting.
This position may be eligible for hybrid telework. The telework schedule is permitted at the operational needs of the Department and is subject to change, consistent with the State Telework Policy and the DMHC’s Telework Policy. All employees who telework are required to be California residents and maintain California residency in accordance with Government Code 14200.
