We are working for a digital Germany.
We are the Federal Government's central digitalization unit, headquartered in Berlin. With our interdisciplinary teams, we provide in-house software development capacities for the Federal Government. The digital applications we create using agile methods place the focus on the needs of users. We measurably improve the interaction of citizens with the state. In addition to our own product development, we are driving forward the digital transformation of public administration by advocating better framework conditions for digital product development. To achieve this mission, our more than 160 employees bring together high profiled skills in software development, UX/UI design, product management, and transformation management.
Emerged from the non-profit start-up 4Germany, DigitalService was established in 2020 and is a 100% subsidiary of the federal government. Agile, flexible, dynamic: Our culture is that of a start-up, strongly connected to the public service. Therefore we do not work for profit, but for a good cause: towards a digital Germany.
In software development, we adopt a modern method of working that is already established in the business world. The following principles and roles allow our teams to operate efficiently and effectively.
We think user-centered
Our absolute focus on creating benefits for citizens means that we want to solve their problems – as quickly as possible. We construct digital services and products intended to help users overcome everyday obstacles. This also means that we approach the target group itself with work in progress and prototypes and seek critical feedback at an early stage. Our solutions should work better for everyone. This also means that they are not always the same for everyone. We tune our development work to the needs of the target group while keeping the diversity of the population in mind.
We work agilely and iteratively
Agility means, above all, that we regularly analyse our approach and our ideas, asking ourselves how well they align with reality, then draw conclusions from this analysis and modify what we have planned accordingly. Software and its functions are never "completed"; that's why we prefer to develop and operate them ourselves. We deploy changes day in day out, without any "big bang" moment or pushing a "red button". Productive operation is therefore a prerequisite and not just a goal. We like to release minimal viable products (MVP) already after 6-12 months. This is how we minimise risks and avoid development without taking into account the problems of users. We ensure consistency and predictability through a clear and user-centred product vision.
We are knowledge-driven in our actions
Agility and continuous rethinking need a solid underpinning and, most importantly, measurable impact. We are guided by key figures and facts and are not an implementation-first unit for unvalidated political guidelines or ideas from project partners. We are partners at eye level, and not service providers that merely implement. We combine qualitative and quantitative data to set priorities and use our working time efficiently. This also includes addressing solutions that do not achieve the desired effect honestly and openly.

The German legislative process has gone largely unchanged for decades, resulting in legal and practical issues in digital implementation. Many laws cannot take effect fully. Digital Strategy
Reshaping interministerial cooperation
Over 130 goals across all of the German government’s ministries make up the Digital Strategy. Successful cooperation is crucial to reaching those goals, but the task forces involved often lack the space and dialogue formats to approach challenges together and advance projects synergistically. >> further information
Focus on impact
We solve real problems and always start by understanding the problem. How we work is set. But what we build, we develop step by step. We know that we have to prioritize to have an impact. One of our guiding questions is therefore “What are we saying no to in order to say yes to this?”. What counts is the right outcome and the measurable added value we create.
Care to challenge
Because we are passionate about working for a digital Germany, we are not content with simple answers. We consistently and empathetically challenge existing standards, structures, work results and behaviors to continuously improve them. We give each other both positive and critical feedback as equals – specifically and constructively. Our goal: the best possible solution.
Take ownership
We take ownership for our tasks, responsibilities, and the results we produce – from start to finish. This means more to us than just checking off a to-do list: one part of our responsibilities is to proactively involve key stakeholders, to clarify, and align on expectations. We drive things forward, make decisions, and ensure we learn from them. As an organization, we create the necessary clarity in roles and structures.
Open by default
We share decisions and findings as well as the results of our work openly and transparently by default – both internally and externally. Transparency not only nurtures trust: we are convinced that an open approach to our work also encourages a proactive exchange, thus producing better results.
Embrace diverse perspectives
We are convinced that we can only produce good results by understanding, considering, and promoting diverse perspectives. In our work, we therefore look at challenges from multiple angles. Targeted to specific groups and with the diversity of the population in mind, we advocate for solutions that simplify life for everyone in Germany.

The best solutions are created in practice, not on paper. That's why we try things out and learn from them instead of overthinking them. We focus on pragmatic solutions that generate quick insights. Our attitude and approach are characterized by humility, curiosity and openness.
We firmly believe that the complexity of public administration, the modern world and product development can only be managed by interdisciplinary teams that complement one another. Once your application has been received, you will receive an invitation to an initial meeting (screening call) with your Talent Acquisition Partner or a rejection within approx. 2 weeks.
A successful screening call is followed by two to three interviews with DigitalService employees. These deep dive interviews will focus on your professional qualifications, your values and expectations with regard to the team and collaboration. We will provide you with feedback after the appointments and get back to you quickly after the last interview with the final acceptance or rejection.
